Federal Projects & Resource Development

Federal Projects and Resource Development supports the development and implementation of externally-funded programs that advance the mission, vision and strategic initiatives of Seminole County Public Schools. Department staff provide technical assistance to district departments and schools on the acceptable uses of funds, as well as project and budget amendments, reporting, and project closeout. Projects are funded under the Elementary and Secondary Education Act (ESEA), currently authorized as the Every Student Succeeds Act (ESSA), as well as other federal programs and special grant initiatives at the federal, state and local levels. ESSA includes provisions that broaden the definitions of educational excellence, while maintaining critical civil rights for all students, and providing the diverse, integrated curriculum and learning experiences necessary for a well-rounded education.

Federal projects (not including competitive projects) received by the district and managed by Federal Projects & Resource Development include the following:

Title I, Part A - Improving the Academic Achievement of the Disadvantaged

Title I, Part A of ESSA provides supplemental funding to schools serving areas of high-poverty (measured at each school by the percentage of enrolled students who qualify for free or reduced-priced lunch) to ensure all children have fair, equal, and significant opportunities to obtain a high-quality education and reach, at a minimum, proficiency on state academic achievement standards.

Seminole County Public Schools receives an annual allocation of Title I dollars to provide additional interventions for students, professional development for teachers, and family engagement activities designed to help students succeed academically. ESSA and Florida law determine the eligibility of schools and how funds are allocated to eligible schools and programs. Currently, 15 elementary schools, five middle schools, five special centers, one charter school and 13 non-public schools are receiving supplemental resources through Title I, Part A.

Title I, Part D, Subpart 2 - Local Programs for Neglected and Delinquent

Seminole County Public Schools (SCPS) receives an annual allocation under Title I, Part D of ESSA (TIPD) to support educational programs in local institutions for neglected or delinquent youth or in correctional facilities. The purpose of this program is to provide services to help students meet academic achievement standards while residing in the institution, and to successfully transition back to their zoned school upon release. TIPD also provides transitional services to enable such students to further their schooling or successfully gain employment, and supports programs designed to prevent students from dropping out of school. SCPS uses TIPD funds to serve students enrolled at the Eugene Gregory Memorial Youth Academy, John Polk Alternative School, and the Seminole County Detention Center.

Title IV, Part B - 21st Century Community Learning Centers

21st Century Community Learning Centers (21stCCLC) provide safe environments for students during non-school hours. Students receive support in the areas of reading, math and science through project-based learning, and participate in a broad array of enrichment activities that complement their school-day academic instruction. Students enrolled in 21stCCLC programs participate in STEM‑based (Science, Technology, Engineering and Math) academic activities, projects to boost reading and writing development, and personal enrichment activities focusing on topics such as health/wellness and character education. An afternoon snack is provided daily.

Title II, Part A - Teacher and Principal Training/Recruitment

The purpose of the Title II, Part A program is to increase the academic achievement of all students by helping schools and districts improve the quality and effectiveness of teachers, principals, and other school leaders. Title II, Part A funds are managed by the Department of Teaching and Learning and support professional development activities focusing on evidence-based practices which are shown to improve student academic achievement levels.

Title III, Part A - English Language Acquisition and Language Enhancement

Title III, Part A funds, managed by the ESOL/World Languages and Student Access department, provide supplementary support to improve the education of English language learners by increasing their English language proficiency and their ability to meet the same challenging state academic standards that all students are expected to meet.

Title IV, Part A - Student Support and Academic Enrichment Grant

The Student Support and Academic Enrichment (SSAE) grant is intended to enhance the following district goals: (1) provide students with access to a well-rounded education; (2) improve safe and healthy school conditions for student learning; and (3) improve the use of technology in order to improve the academic achievement and digital literacy of all students. Title IV, Part A is jointly managed by the Exceptional Student Support Services and ePathways departments.

Title IX, Part A - Education of Homeless Children and Youth Project

Title IX, Part A funds, managed by the Exceptional Student Support Services department, support the Seminole County Public Schools "Families in Need" (FIN) program. FIN ensures that identified homeless students, and students in foster care, have access to a free and appropriate public education by removing educational barriers which are due to homelessness, poverty and/or abuse. Access to resources and additional supports are provided to students to assist them in meeting challenging academic achievement standards.

Individuals with Disabilities Education Act, Part B (IDEA)

IDEA funds, managed by the Student Support Services department, is designed to ensure that children with disabilities (ages 3-21) have the opportunity to receive a free, appropriate public education in the least restrictive environment. Funds are used to make special education services available to students consistent with each student's Individual Education Plan. Funding also supports early intervention services for students not currently identified as needing special education or related services, but who need additional academic and behavioral supports to succeed in school.

Perkins V: Career and Technical Education Secondary Programs

The Strengthening Career and Technical Education for the 21st Century Act (Perkins V) took effect on July 1, 2019. The Act amends the Carl D. Perkins Career and Technical Education Act of 2006 (Perkins IV) and reauthorizes Perkins for six years. The purpose of the program is to more fully develop the academic, career, and technical skills of secondary education students who elect to enroll in career and technical education programs. Perkins V is managed by the ePathways department.

Equitable Services:

Equitable Services for Charter Schools

Florida Statute 1002.33(17)(C) states that "all charter schools shall receive all federal funding for which the school is otherwise eligible". As such, the school district is required to annually engage in collaboration with charter school leaders to develop a written plan for the use of federal funds to benefit charter school students

Equitable Services for Private Schools

Under the Elementary and Secondary Education Act, as reauthorized by the Every Student Succeeds Act (ESSA), school districts are required to provide to private school students, parents, teachers, principals and other school leaders the opportunity for equitable participation in certain federally-funded programs. Elementary and secondary private schools with non-profit status, including those which are religiously affiliated, are eligible to participate in many ESSA programs, as well as IDEA and Perkins V programs, as applicable.
