SCPS Teacher Evaluation System

Overview

On March 24, 2011, the Governor signed legislation that significantly changed the evaluation process for Florida instructional personnel and school-based administrators. Most parts of Senate Bill 736 were implemented as of July 1, 2011. The Seminole Education Association, along with a committee of 32 teachers from across the district and including most grade levels and curricular areas, provided input into the establishment of the new SCPS evaluation system, which includes forms and procedures. As required by law, our new forms and procedures were submitted to the Florida Department of Education for annual review. Seminole County's proposed teacher evaluation system for 2011-12 received tentative approval from FDOE on June 24, 2011 and final approval on October 28, 2011.

SCPS and SEA will continue to work together on communication and implementation plans. The Teacher Evaluation Committee will also continue to meet throughout the 2011-12 school year.

In the course of its work, the Teacher Evaluation Committee selected the state-approved Marzano Causal Teaching Model as the basis for the new SCPS system. The district entered into a contract with Learning Sciences International (LSI) to utilize iObservation, a secure web-based solution for completing walkthroughs and observations in a digital format. This system facilitates faster feedback from administrators to teachers. iObservation also includes the Marzano Resource Library, an online collection of professional development resources for teachers and administrators. All SCPS teachers can access iObservation here. Professional development opportunities are being offered at the district, cluster, and school levels. Administrators will receive training to establish observation accuracy and reliability.
